IT LAW

About
The scientific Center “IT Law” is engaged in research in the field of information technology law. It is aimed at identifying and analyzing modern legal issues related to the use of information technologies, including in the field of personal data protection, e-commerce, copyright, intellectual property and cybersecurity. The Scientific Center conducts research, organizes conferences and seminars, publishes articles and monographs, and also provides consulting services on legal regulation of information technologies. IT Law cooperates with universities, as well as with some government agencies.
Aims and objectives
- Improving the scientific base in jurisprudence;
- Improvement of legal regulation and legislation in the field of information technology;
- Development of legal technologies;
- Organization and holding of conferences, seminars and other events for the exchange of experience and knowledge in the field of information technology law;
- Development of the scientific school and support of young scientists in the field of information technology law.
Abai Magauia
Director of the Research Center for “IT&Law” with experience in intellectual property, IT law, and civil law. He is also a senior lecturer at SDU University and co-director of the Integration Center at GRATA International.
He has received training and conducted research at WIPO (Geneva) and in the United Kingdom, Estonia, Czech Republic, and Poland. Abay is the founder of the research center and the master’s program in IT law at the faculty of law and social sciences at the university. He has worked as an independent expert at the AIFC, contributing to legislative improvements in this field, and he advises universities on developing IT Law.
He is also a recipient of grants from American Councils and SDU University for conducting research.
Yeraly Kumisai
Lawyer and lecturer specializing in IT law, as well as an active participant in the Research Center for “IT&Law” . Currently, she works as a lawyer at SDU University and teaches a course on IT law.
Kumissay is a co-founder of the Research Center for “IT&Law”, promoting research in the field of digital technology regulation. Under her leadership, the center organized international forums that gathered over 1,000 participants from 15 countries and attracted grants for research in IT.
Kumissay holds a master’s degree in IT law and has experience working at the Ministry of Digital Development of Kazakhstan, where she participated in projects related to cybersecurity and digital assets.
Temirgalieva Gauhar
Lawyer and researcher with expertise in financial law, ethics and compliance, and IT law, and a member of the Research Center for “IT Law”. Currently, she works at Tengri Partners Investment Banking.
Previously, Gauhar gained experience in companies such as GRATA International, KaR-Tel LLP (Beeline), and Artyushenko and Partners. She actively contributes to IT Law, organizing the IT Law Forum and the annual legal tournament, and has represented the center at international conferences.
Gauhar graduated with a bachelor’s degree from SDU University and a master’s degree from Al-Farabi Kazakh National University, achieving high academic results.
Events
IT Law Forum is an event dedicated to the topic of information technology law, which allows you to get acquainted with the trends in the development of the industry and is a platform for the exchange of experience with leading experts of Kazakhstan. At the IT legal forum, participants can discuss important issues related to data protection, prevention of hacker attacks and other aspects of cybersecurity. The Forum runs from 10.04.2023 to 13.04.2023 and consists of 2 modules.
- Artificial intelligence;
- Cybersecurity.
Within the framework of the project, work is underway with government agencies: The Ministry of Internal Affairs of the Republic of Kazakhstan, the Information Security Committee, the National Security Committee, the Financial Monitoring Agency of the Republic of Kazakhstan, the Military Engineering Institute of Radio Electronics and Communications of the Ministry of Defense of the Republic of Kazakhstan.
