About the conference
ICBCB: Promoting equitable education in a changing world
To provide an access to rich ideas on educational excellence Suleyman Demirel University in Kaskelen, Kazakhstan will host the 10th International Conference Building Cultural Bridges “Promoting equitable education in a changing world” The conference will be held on two days Thursday 29th September 2022, 9:00 am to 5:00 pm and Friday 30th September, 9:00 am to 5:00 pm, hosted live/ virtually with pre recorded videos.
The conference is open to postgraduate research students as well as to academicians, researchers, managers and practitioners to share their research findings with experts whose research connects with Education in its broadest sense. We welcome presenters and attendees from other departments at SDU, and from other higher education institutions in Kazakhstan and beyond. The conference offers a dynamic and friendly environment for postgraduate researchers to showcase and discuss their research, even if the research is still in early stages. You do not need to have completed data collection in order to submit an abstract, as you can present e.g. a literature review-based or a theoretical paper. We invite potential presenters to consider how their research relates to changes in our world; be it about current or historic, local, or global issues. Attendees will be able to listen to colleagues from different areas of the Education Studies field; those presenting will be able to receive feedback in a diverse, constructive, and academically rigorous environment.
The main aim of the conference is to promote the values of holistic education and intercultural cooperation in a rapidly changing and communication-driven society with cross-border and culture-convergent encounters. Our task is to re-examine and re-define key questions on our existing agenda, as well as to identify new collaborative and networking opportunities, both of which will inform future directions of research and development.

TRACKS
Everyone knows, these days new requirements, new aims and objectives have been set for educational institutions. And one of these important aims is to form a person with a developed language competence, who can quickly adapt to the environment and demonstrate knowledge and skills in his sphere. Therefore, language education based on the unique features of the nation and universal values, new directions of linguistics development which opens the way to the formation and development of the individual, is one of the most relevant issues.
Following the aim as above, this direction of the conference provides for the following issues:
- General theoretical aspects of language education;
- New methods of organising language education;
- Multilingual education based on intercultural relations;
- Trilingualism policy in the country and its implementation;
- Training of specialists necessary for language education;
- Role of translation in language education;
- Second language education (German, Chinese, Korean, Turkish, French and other languages).
The offered works will be evaluated according to their relevance and technical design.
STEAM education is one of the major trends in education that promotes students’ creative learning through utilising 21-century skills. Although STEAM explores the same concepts as in STEM education, which stands for Science, Technology, Engineering, and Maths, it integrates these concepts with the Arts discipline developing students’ creativity, critical thinking, and problem-solving skills through inquiry and problem-based learning.
This track of the ICBCB 2022 conference aims to bring together leading scholars, educators and practitioners with interests in any dimensions of STEAM education.
- The scope of STEAM track covers (but not limited to);
- Learning and Teaching Science (Chemistry, Physics, Biology);
- Technology-assisted learning;
- Engineering at school and beyond;
- Integration of Arts into STEM;
- Maths Education
- Project-based learning;
- Flipped Learning;

The conference will serve as a venue for sharing our experiences and acquiring a deeper knowledge about STEAM-related studies, projects and innovations from the collaborative work of local and international experts. The submissions will be accepted based on their originality, quality, significance, technical merit and relevance to ICBCB 2022.
Education research is the scientific field of study that examines education and learning processes. It embraces the full spectrum of rigorous methods appropriate to the questions being asked and also drives the development of new tools and methods.
This track will focus on innovative research methodologies in education. Specifically, new data collection and analysis techniques, triangulation of data, new methods for reliability and validity of research, new solutions for avoiding threats to the research, comparison of sampling methods, comparison of research designs, comparison of qualitative and quantitative research methods in the following tracks:
- Education in crisis situations;
- Education and displacement;
- Childhood, early years, primary education;
- Secondary education;
- Further and higher education;
- Adult and lifelong learning;
- Curriculum and Pedagogy;
- Social theory, philosophy, cultural studies;
- Research methodologies;
- Quality and evaluation.
For the presenters there will be offered a dynamic and friendly environment to showcase and discuss their research, even if the research is still in early stages.
ICT in Education:
Information and Communication Technology (ICT) in Education is the medium in which the acquisition of learning material is greatly supported, enhanced, and optimised through the means of contemporary technology. Although desktop computers, laptops, tablets, smart phones, audio players, and projector devices may be viewed as the primary and/or only possible items in achieving ICT, there are other not less valuable and beneficial ways as well that should be taken into consideration.
They are as follows:
- Access of course materials via remote devices;
- Online digital repositories for learning materials;
- Online academic management systems;
- Employing the Flipped Classroom concept;
- Massive Open Online Courses.
The conference speakers are expected to deliver talks on various aspects of ICT in Education, such as ways of successful integration of ICT in learning, possible solutions of dealing with ICT-enhanced learning drawbacks, addressing the Digital Divide [the gap between people with and without the access to technology]. Other related topics can be accepted by reviewer’s approval if only confirmed to be relevant.
This track will bring many ideas, which will help us to coordinate and to implement in behavioural education. These ideas will be used in class and out of class to balance development of children. Holistic education will bring together researchers and will provide discussions on topics such as:
- Character education;
- Values based education;
- Moral education;
- Social Emotional Learning;
- Teaching and pedagogy;
- Education policy;
- Sustainability and education.
It also proposes that educational experience promotes a more balanced development of – and cultivates the relationship among – the different aspects of the individual, as well as the relationships between the individual and other people, the individual, and the natural environment, the inner-self of students and the external world.
Leadership in Education is now a priority policy for successful and quality learning, teaching and the development of any educational institution. The rapidly changing world has made it essential to reconsider the role of educational leaders and the strategies to motivate staff and improve student performance. However, educating people about leadership has always been challenging and complicated. The conference track is aimed at providing an intellectual platform for the development of the knowledge base and practice of leadership education, which allows for intercultural dialogue of academics through the engagement in applied research. The scope of this track includes, but is not limited to, practitioners, professionals and researchers who have been inspired by the local context of education as well as global trends to submit research presentations that explore such topics as:
- Universals of Leadership Values and Skills;
- Effective Leadership Styles in Primary, Secondary or Higher Education;
- Educational Leadership as the Cultural Product;
- Educational Leadership as the Agent for Cultural Progress and Entrepreneurship;
- Leadership Education in the Curriculum;
- Contemporary Educational Trends and Training 21st Century Leaders.
It is often believed that segregation, whether in separate institutions or separate classrooms within the institutions, is the best option for educating learners with unique characteristics, interests, abilities/disabilities and particular learning needs. However, the right to an international human rights law and internationally-agreed development goals reflect a strong preference for inclusive education.
This track on Inclusive Education will bring together researchers and will provide a venue for discussions on the topics such as:
- Inclusion and Equity;
- Student Giftedness;
- Inclusion in Education Beyond Special Education Needs;
- Inclusion and Ethical Issues in Education;
- Social, Religious and Cultural Diversity
- Diversity and intersectionality, including gender, dis/ability, race and ethnicity, nationality.
Furthermore, this track will provide an opportunity to discuss innovative ideas on the possible solutions for some of the challenges and improvement of the current conditions and to debate future research agendas in the wide range of topics related to Inclusive Education. All the submitted papers will be evaluated based on originality, technical merit, and innovation as well as their potential to stimulate interesting discussions and exchange of ideas.
Akhmet Baitursynov was actively involved in political life seeking an independent state for his people and being one of the leading organisers of the Alash party and the Alash autonomy. His active political stance determined his fate – in October 1937, Baitursynov was arrested by the Stalinist regime and two months later, was executed. The upcoming 150th anniversary of prominent Kazakh scholar, statesman, linguist, and poet Akhmet Baitursynov was included in the UNESCO list of anniversaries for 2022-2023 during the 41st session of UNESCO’s General Conference.
Ybrai Altynsarin, despite his hardships and fate, strived to bring progressive thinking and education into the vast Kazakh steppes. He remains an inspiring story of a person who cared about his own community. Living in the same century with some of the most outstanding figures in Kazakh history, including Abai Kunanbayev and Shokan Ualikhanov, Altynsarin left an important legacy. He wrote the first Kazakh grammar book, introduced the transition from the Perso-Arabic alphabet to the Cyrillic alphabet for the Kazakh language, translated a large number of textbooks, but most importantly, opened Kazakh-Russian boarding schools, technical schools, and schools for girls in his village. This conference is dedicated to the celebration of 180 years since the birth of prominent progressive educator Ybrai Altynsarin.

Submission guidelines
The conference’s working languages are English, Kazakh and Russian.
The papers are presented in 15 – 20 minutes + 5 minutes for Q&A.
Abstracts should include the following elements:
(1) the name and surname of the author(s);
(2) the affiliation of the author(s);
(3) the email address(es) of the author(s);
(4) the title of the presentation (within 15 words);
(5) a clear description of the aims, methodology and expected results of the research or project to be reported in the presentation (within 250-300 words).
Please submit your 300 word abstract (excluding references) via this link. The deadline for abstract submission is by midnight KZ time on 30 June 2022. The notification for acceptance will be communicated by early 15 July 2022.
Abstracts should be uploaded at the Conference website https://sdu.edu.kz/icbcb-2022/ through easychair link. Abstracts will be evaluated according to the originality of the theme, clear methodology and theoretical framework, and scholarly contribution of the research.
Submitting an Abstract In the first instance we require everyone who wishes to submit their work to the conference to submit an abstract describing the proposed paper, work in progress, presentation etc. Abstracts should be 300-350 words. The abstract submission form will guide you through the process but we recommend you read the call for papers first to ensure you select
the correct track and submission type.
Your conference paper is not limited to publication within the conference “ICBCB electronic proceedings” and documentation. If your work is deemed exceptional, you may be invited to publish in a research journal “Suleyman Demirel University Bulletin: Pedagogy and Teaching Methods (SDUBPTM)”, along with other conference participants. You should have received an email telling you that your abstract has been selected for submission as a paper. This email will confirm the date for returning your full paper. Please note that this is a FINAL date. SPEAKERS

PROFESSOR SUGATA MITRA
Independent Educational Researcher Prof. Sugata Mitra is Professor Emeritus at NIIT University Rajasthan India. A Ph.D. in theoretical physics, he retired in 2019 as Professor of Educational Technology at Newcastle University, UK. His interests include Children’s Education, Remote Presence, Self-organising systems, Cognitive Systems, Complex Dynamical Systems, Physics and Consciousness. He conducted the Hole in the Wall (HIW) experiment, where in the year 1999 a computer was embedded within a wall in an Indian slum at Kalkaji, Delhi and children were allowed to freely use it. He is credited with more than 25 inventions in the area of cognitive science and educational technology. Professor Mitra’s work at NIIT created the first curricula and pedagogy for that organisation, followed by years of research on learning styles, learning devices, several of them now patented, multimedia and new methods of learning.
JUSTIN DILLON
Justin is professor of science and environmental education at the University of Exeter. He has also worked at King’s College London and the University of Bristol. His research focuses on learning and engagement in and out of schools. After studying for a degree in chemistry, Justin trained as a teacher and taught in London schools before joining King’s College London in 1989, where he worked as a researcher and teacher educator until 2014. Justin was President of the European Science Education Research Association (ESERA) from 2007-11 and is President of the UK National Association for Environmental Education. He edits the journal, Studies in Science Education, and is an editor of the International Journal of Science Education.

JUSTIN DILLON

PROFESSOR KANOK WONGTRANGAN
Education reform which cannot lead to poverty alleviation is not a true reform. Professor Dr. Kanok WONGTRANGAN, a leading education reform promoter in Thailand, argues. After 12 years of teaching and researching in Political Theory, Comparative Politics, and Policy Sciences at Chulalongkorn University, a top university in Thailand, he had been transferred to Ministry of University Affairs as a Deputy Permanent Secretary where he worked to introduce the first Thai Higher Education Long-range Plan. As a consequence, it served as an important road map to reform Thai Higher Education system. Professor Kanok left his civil service in 1997 and joined a leading private corporation. He successfully turned around a defaulted department store chain affected by the 1997 Asian financial crisis.
Finally, he joined politics and became a Member of Parliament of Thailand in 2011. Now Professor Kanok is a Member of Parliament through an election in early 2019. He has served as the First Vice-Chairman of Standing Committee on Science, Technology, Research and Innovation of Thai National Parliament. Currently, he also serves as a representative of Asia Pacific Region in the Working Group on Science and Technology of the Inter-Parliamentary Union (IPU), an international organization of national
parliaments. In his political career, Professor Kanok has coordinated many university researchers in order to apply their research findings to raise income for poor farmers across Thailand. In addition, he promotes an education reform which is relevant and practical to the context of Thai realities, particularly in rural areas.
He argues that equity of education should not focus only on opportunity and quality of education. But it also must lead towards poverty alleviation goals. Since the contemporary world has moved into so many disruptions including education, Professor Kanok WONGTRANGAN encourages a closer international
collaboration among education institutions to address those new challenges of the changing world.
BILYALOV DARKHAN NURLANOVICH
Darkhan Nurlanovich Bilyalov – Doctor of PhD, Honorary Academician of the National Academy of Sciences of RK, Academician of the National Academy of Sciences of Higher School of Kazakhstan. Graduated from L.N. Gumilyov Eurasian National University, Northwestern University, Pennsylvania State University, USA. Scholarship holder of the program for the development of teaching staff of Nazarbayev University “Talap” and the presidential program “Bolashak”.
Studied various aspects of domestic and international education; participated in scientific projects since 2004. He worked in such organizations as the World Bank, the United Nations Development Program, the Biotechnology Center of the Ministry of Education and Science of the RK, as well as in two American universities: Northwestern University and Pennsylvania State University. For the past 10 years, he has held administrative positions and taught at Nazarbayev University. Since June 2021, he is the Rector of “KazNPU named after Abay”.

BILYALOV DARKHAN NURLANOVICH

GULMIRA QANAY
Rector of the Kazakh National Women’s Teacher Training University. She obtained her doctoral degree at the Faculty of Education of the University of Cambridge (UK). After she has published the results of her research in several international and Kazakh journals. Since 2016, she has been implementing the Kazakh teachers’ leadership development program, which covers 18 secondary schools from 4 regions of the country, and also includes cooperation with schools in the UK, Malaysia and Egypt in partnership with the international teacher leadership initiative.

Suleyman Demirel University (SDU) is a private higher education institution (HEI) in the Eurasian country of Kazakhstan. It is situated in the mountainous town of Kaskelen, 20km from Almaty city centre. The University was founded in 1996 following a joint venture between Turkey and Kazakhstan, and was named after the president of Turkey who also inaugurated SDU together with his Kazakh counterpart, Nursultan Nazarbayev.
